    A sergeant with the Sangamon County Sheriff's Department verbally harassed the complainant, Donna Feleccia, and sent her a phony notice from the county health department alerting her that she might be infected with a sexually transmitted disease - as a "joke." 

    The Human Rights Commission found the department liable for his conduct because he was at management level.  But the Fourth District Appellate Court reversed, ruling that he was not her supervisor and had no control over her.
